How would you illustrate 'Philadelphia's bureaucracy'?

I'm about to do a series of drawings that will illustrate the extremely popular NewsWorks blog Taxipedia, which explains the Actual Value Initiative, Philadelphia's attempt to fairly appraise all residential and business properties in the city.

How would you portray the city's representatives who you have to deal with?

The AVI is a cause of high anxiety among the city's residents. One of the problems with illustration is how to personify Philadelphia's bureaucracy. The sketches here illustrate my first thoughts on how I might do this.
