			<description><![CDATA[Brief summary: the schools are an embarrassment; no one moves into our city for our public schools. People move out because of the miserable quality of the public schools. The Feds tried mandatory bussing and that virtually destroyed all school districts all over the country; violence is worse than ever, illiteracy is worse that in third world countries; the state took over from the corrupt city school board and added $2 billion dollars to the budget and nothing changed. Wide eyed superintendents have come and gone, adding expensive and useless goodies for the next super to disassemble and taxes go up. Have I got the gist of it? Who has the gumption to even want to still try to help the public schools after such expensive failures throughout the district. Who? The William Penn Foundation, that is who! They boldly stepped up to the plate with their expertise, ability to find the best consultants and to pay them for the benefit of our city and for the benefit of the education of the children. Amazing! Why does the Wm Penn do that? Because they are always there to help. Absolutely amazing that such a quiet, purposeful foundation would wade into an awful mess with everyone shooting first and asking who later. And yet now, all manner of complainers and civil rights public defender type lawyers, who are so, so sanctimonious, emerge from nether places and want to derail the only forward looking, intelligent, civic minded entity still willing to help the schools for no benefit to themselves except that helping is their mission. Left out in the end zone yet again by those seeking to sue is the education of the children. If this misguided and absurd lawsuit goes forth, why would anyone step forward to ever help the schools again?]]></description>

More to the point, it relied on private groups and individuals WHO HAVE NOT BEEN PUBLICLY IDENTIFIED. *That* is a major question. How does the public know whether the people who were paying for the Boston Consulting Group report are those who stand to benefit financially from its recommendations ? We don't! The foundation is not obligated to disclose their names and to the best of my knowledge they have not been released.]]></description>
