Two Philadelphia Traffic Court judges have entered guilty pleas to fixing tickets.

H. Walter Hogeland of Richboro, Bucks County, and Kenneth Miller of Brookhaven, Delaware County, admitted to taking part in what federal prosecutors call widespread fraud involving seven other judges at Philadelphia Traffic Court.

Hogeland and Miller were suburban judges who came into Philadelphia when requested. They admitted giving breaks to friends, family, the politically connected and business associates.

Hogeland cleared Miller's son in a case without making him appear in traffic court. Both men entered guilty pleas to mail fraud; Hogeland also has pleaded guilty to a conspiracy charge.

Sentencing for the pair is set for May 24. They could receive up to six months in jail.
